The\nonly party of the Macedonians in Albania, the Macedonian Alliance for European\nIntegration (MAEI), at its Fourth Congress held in Kor\u00e7a, Republic of Albania,\nadopted a Resolution for the advancement of the position, rights and freedoms\nof the Macedonians in the Republic of Albania, which was sent to the Albanian\ninstitutions and the international organizations.<\/strong><\/p>\n\n\n\n

Based on the Statute of the Macedonian Alliance for\nEuropean Integration, the Fourth Congress of the Macedonian Alliance for\nEuropean Integration, held on July 29, 2023 in Kor\u00e7a, adopted<\/p>\n\n\n\n

Resolution<\/strong><\/p>\n\n\n\n

for\nthe advancement of the position,<\/strong><\/p>\n\n\n\n

rights\nand freedoms of the Macedonians in the Republic of Albania<\/strong><\/p>\n\n\n\n

(1)\nMacedonians in the Republic of Albania respect the territorial integrity and\nsovereignty of the Republic of Albania and the inviolability of its borders.<\/p>\n\n\n\n

(2)\nMacedonians in the Republic of Albania stand for love, peace, tolerance and\ncoexistence in Albanian society.<\/p>\n\n\n\n

(3)\nMacedonians in the Republic of Albania are considered an inalienable and\ninseparable part of the Macedonian nation.<\/p>\n\n\n\n

(4) Macedonians in the Republic of Albania will cooperate with the Macedonians and their associations of citizens and political parties in the Republic of Macedonia and in the whole world in the advancement of their position and rights and freedoms.<\/p>\n\n\n\n

(5)\nMacedonians in the Republic of Albania encourage the development of mutual\nfraternal and good-neighborly relations and advocate for the advancement and\ndeepening of cooperation in all spheres between the Republic of Albania and the\nRepublic of Macedonia.<\/p>\n\n\n\n

(6)\nConsent is expressed to build the Republic of Albania as a multi-ethnic,\nmulticultural and multi-confessional society with equality of citizens before\nthe Constitution and laws, regardless of their opinion, ethnic origin,\nreligious belief, political affiliation and property and social position.<\/p>\n\n\n\n

7)\nThe recognition of the rights and freedoms of Macedonians in the entire\nterritory of the Republic of Albania is demanded, especially in the areas of\nGora and Golo Brdo, and not only in the area of Prespa.<\/p>\n\n\n\n

(8)\nAdequate and fair representation of Macedonians in state government bodies and\nother public institutions and in local self-government at all levels is\nrequired.<\/p>\n\n\n\n

9)\nIt is requested that we have guaranteed seats in the Albanian Parliament for\nall minorities.<\/p>\n\n\n\n

(10)\nWe insist that the Parliament of Albania adopt a new territorial reform in\norder to establish two separate municipalities in Gora and Golo Brdo.<\/p>\n\n\n\n

(11)\nThe economic development of the areas of Prespa, Golo Brdo, Gora and Vrbnik is\nrequested, with a special budget from the Albanian government, as the Ombudsman\nof the Republic of Albania in his 2014 report on the position and rights of\nnational minorities pointed out the bad living and working conditions in the\nregions where they live.<\/p>\n\n\n\n

(12) We request that a decision be made as soon as possible to make the border crossing Xhepishte-Trebishte open 24 hours a day.<\/p>\n\n\n\n

(13)\nApart from the Albanian language as the official language of the entire\nterritory of the Republic of Albania and in its international relations, it is\nrequired in the local self-government units where at least 10% of the citizens\nare Macedonians, the official language should be also and the Macedonian\nlanguage and its Cyrillic script.<\/p>\n\n\n\n

(14)\nIt is requested that personal documents (registry records of births, marriages\nand deaths, identity cards and passports) be issued to Macedonians in addition\nto the Albanian language and its Latin script and in the Macedonian language\nand its Cyrillic script.<\/p>\n\n\n\n

(15)\nMacedonian language teaching is required in primary, secondary and higher\neducation.<\/p>\n\n\n\n

16)\nIt is requested to renew the Lectureship in Macedonian language at the State\nUniversity in Tirana.<\/p>\n\n\n\n

(17)\nGovernment institutions of the Republic of Albania are required to respect and\nguarantee freedom of speech, public performance, public information and the free\nestablishment of institutions for public information in the Macedonian\nlanguage.<\/p>\n\n\n\n

(18)\nThe state is required to guarantee the freedom of association of Macedonians\nwithout any restrictions, for the purpose of realizing and protecting their\npolitical, economic, social, cultural and other rights and beliefs.<\/p>\n\n\n\n

(19)\nConsent is expressed for respecting freedom in the right to religion and the\nformation of religious communities.<\/p>\n\n\n\n

(20)\nThe establishment of a special state television and radio channel for the\nminority ethnic communities in the Republic of Albania and adequate\nrepresentation of state and local television and radio programs in the\nlanguages of the minority ethnic communities, including the Macedonian\nlanguage, is required.<\/p>\n\n\n\n

(21)\nThe Government of the Republic of Albania is requested to assist the publishing\nof newspapers in the Macedonian language.<\/p>\n\n\n\n

(22)\nIt is requested to organize a census of the population according to all\ninternational standards, which will allow free declaration with separate\ncolumns on the census lists for the ethnic origin of the citizens of the\nRepublic of Albania, among which there should be a column\n“Macedonians”.<\/p>\n\n\n\n

(23)\nWe strongly reject the attempts to denationalize the Macedonians in Albania by\nBulgaria, which it does by abusing the veto for Albania’s membership in the\nEuropean Union.<\/p>\n\n\n\n

(24) The Macedonians in the Republic of Albania agree on the full membership of the Republic of Albania in the European Union and the NATO-Alliance and with their behavior and actions will contribute to the achievement of Euro-Atlantic standards in all spheres of society and the state.<\/p>\n\n\n\n

25)\nWe expected the help and action of the European Union, OSCE, the Council, NATO\nand the United Nations in the implementation of the points of this Resolution\nand the achievement of Euro-Atlantic standards in the Republic of Albania.<\/p>\n\n\n\n

(26)\nMacedonians and their representatives in the implementation of this Resolution\nwill cooperate with other minority ethnic communities in the Republic of\nAlbania and their representatives, with the institutions of the government of\nthe Republic of Albania and with the international community.<\/p>\n\n\n\n

27)\nThis Resolution enters into force upon its adoption.<\/p>\n\n\n\n

(28)\nOne copy of this Resolution is delivered to: the Party archive, the delegates\nof the Fourth Congress of the Macedonian Alliance for European Integration, the\nParliament, the President and the Government of the Republic of Albania, the\nParliament. The President and the Government of the Republic of Macedonia; and\nthe OSCE, the Council of Europe, the EU and the UN.<\/p>\n\n\n\n
